Retired Captain Lance Smith brings extensive experience and expertise to CAL-MASS. During his 27 years of experience with LAPD, he worked numerous assignments, details, and commands with extensive emergency operations.

Lance is a certified instructor for the Robert Presley Institute of Criminal Investigations (ICI) and the Incident Command System, Department of Homeland Security, and taught LAPD and Los Angeles Fire Department (LAFD) command staff and personnel for Department wide certification. Lance commanded, organized, and mobilized multiple task forces to investigate significant criminal incidents. In addition, Lance utilized social media as a tool to enhance investigators efforts and intelligence gathering. Lance responded to a multitude of major field incidents and utilized social media to assist in filed command decisions.

Lance graduated from Washington State University in 1982, receiving a Bachelor Arts Degree in Political Science. He successfully attended LAPD West Point Leadership Program and attended the 41st Management College Course, Institute for Law Enforcement Administration in Plano Texas. In addition, Lance attended the Unified Command- Response Recovery course; the FEMA ICS 300-400 Instructors Course; National Incident Management System; the Electronic Eavesdropping course; the FEMA Weapons of Mass Destruction course; the Standardized Emergency Management Training Systems course; and the Civil Unrest Response Training course.
